Closing Ceremony of UNODC Intelligence Analyst Training Course on Maritime Law Enforcement

 The Closing Ceremony for the Intelligence Analyst Training Course was held at UNODC office at the Victoria Port on July 11th, 2025, in attendance of Mr SAKUTA Makoto, Ambassador of Japan in Seychelles, Mr Mostafa ELBANNA, Regional Programme Coordinator of UNODC as well as 19 trainees from Seychelles, Djibouti and Somalia; belonging to the law enforcement structures such as the National Information Sharing and Coordination Centre (NISCC), Coast Guards, Police, Maritime Police, Intelligence Service and Air Force. The training course is implemented as part of Japan-funded UNODC project “Establishing Regional Training Capacity for Maritime Security for Horn of Africa”.
 After the report of the outcome of one-month training presented by the representatives of trainees, Mr Mostafa ELBANNA, UNODC, reminded the importance of maritime security in the Western Indian Ocean, the common commitment by Japan and UNODC for promotion of the Free and Open Indo-Pacific (FOIP), and expressed his hope to see the capacity of the law enforcement structures in the three coastal countries be strengthened.
 Ambassador SAKUTA underscored the importance of the Western Indian Ocean among the international shipping lanes, the necessity of strengthening maritime law enforcement, the promotion of Free and Open Indo-Pacific region (FOIP), and the importance of cooperation with other countries to address transnational maritime crime. He also told that maritime security will be discussed among the issues at the TICAD9 summit to be held soon in August, and expressed his hope that the training can serve as guiding star in the daily work of the trainees.
 Ambassador SAKUTA handed over to each of participating trainees a certificate and the ceremony was concluded with a group photo.
